Open Information Teleconference for Applicants of the Consumer Operated and Oriented Plans (CO-OP) Program Funding Opportunity Announcement

Please join U.S. Department of Health and Human Services officials, Richard Popper and Barbara Smith, for an open information teleconference to discuss questions related to the Consumer Operated and Oriented Plans (CO-OPs) funding opportunity announcement (FOA).

On July 28, HHS published a funding opportunity announcement (FOA) to encourage the creation of Consumer Operated and Oriented Plans (CO-OPs) by offering low interest loans to eligible nonprofit groups. CO-OPs will be new non-profit, consumer-governed health plans that will help increase choice for consumers and small businesses in the individual and small group markets starting in 2014. CO-OPs are required to use their profits to lower premiums, improve health benefits, improve the quality of health care, expand enrollment, or otherwise contribute to the stability of coverage for members.

This open information teleconference is a time for potential applicants to discuss any questions they have related to the CO-OP program funding opportunity announcement or the preparation of applications for start-up and solvency loans. It is not required but highly recommended that participants send their questions in advance of the call to Anne Bollinger at anne.bollinger@cms.hhs.gov. Please send questions in Word format.

The funding opportunity announcement can be viewed by clicking here or by searching for CFDA #: 93.545 at www.grants.gov. In addition, the recently published CO-OP Notice of Proposed Rule Making (NPRM) can be viewed at this link: http://www.gpo.gov/fdsys/pkg/FR-2011-07-20/pdf/2011-18342.pdf.
